Shumen University, the full name of which is "Shumen Constantine Preslavsky University", is a well-known public university in Bulgaria. It is located in the Shumen region of Bulgaria and has rich educational resources and a good academic atmosphere.

In 1971, according to the decree of the State Council of the People's Republic of Bulgaria, the school was upgraded to an independent Higher Normal College.
