Introduction
William V. S. Tubman University is a well-known public university in Liberia, located in Harper, Maryland, named after William Tubman, the 19th President of Liberia.

In 1990, the college was accredited to offer a Bachelor of Science degree in these fields, but it closed shortly after the outbreak of the First Liberian Civil War.
In 2008, President Ellen Johnson Sirleaf reopened the college and appointed Dr. Elizabeth Davis Russell as the school's first female president.
In April 2009, Sirleaf signed a bill to elevate Tubman College to university status, and the newly renamed and renovated university opened on September 14.
